Colonel, Professor, and Doctor of Science Vuong Kha Cuc (born 1951) formerly served as Deputy Director of the Center for Chemical–Physical Technology and Environmental Engineering at the Ministry of Public Security. He was also a lecturer at the University of Logistics and Engineering (under the People’s Police Academy), a member of the Vietnam Soil Science Society, and a consultant at multiple organizations such as the Vietnam Rural Development Research and Investment Consulting Center (INCEDA), the Science Council of Song Gianh Fertilizer Corporation, and the Center for Community Rural Development Research. He is also Chairman of the Scientific Advisory Council of Song Gianh Corporation and Director of the Center for Rural Human Resource Development.

Professor Cuc has published 13 research papers in domestic and international journals and holds 5 patents and utility solutions registered at the Intellectual Property Office of Bulgaria.
